Power BI licenses and Fabric

Hi. we currently have 25 Power BI Pro licenses and we're planning to switch from PowerBI Reporting Server to PowerBI Server.

We're planning to purchase MS Fabric, P1 or F64 SKU.

Does P1 or F64 Fabric SKU comes with any number of Pro or PPU (Premium-Per-User) licenses or we have to have Pro or PPU licenses in addition to Fabric?

The latter.  Capacities and licenses are independent consumables.

I think to be able to publish your Semantic models every publisher will need a Pro license.
Within a Premium capa your consumer will only need a free license which is automatically on board.
